The agnostic tools would solve all of this pretty much.. don't have to worry about supporting any type of development setup (other than like nodejs maybe for the interaction) From what ive seen now, most plugins just have some plain text file sitting on the hard drive and a restlet in the file cabinet.. this isn't secure so i would recommend some kind of best practices guide around building tools as well
