I think NetSuite designed it to go hand-in-hand with the development accounts that are provisioned with all sandbox accounts now. Its strength is in making migration easier and more reliable, and letting developers move elements from production to the shell accounts and back. Being able to source control the object definitions is probably an unintended bonus.
