Is there a way within native OOB charge based billing setup to have the service item from a billing rate card default on to a time entry by a user that is NOT assigned to the project?

We created a workflow action that automatically set Item on time entry on a timesheet and it automatically cleared the Memo box. FYI if you go that route.

Thanks Jake - ya I would expect that behaviour. You’d probably want the item to get set right after the user specifies either the project or the task on the timesheet line and BEFORE they start entering the memo. I’m really trying to see if there’s another standard configuration option that I’m missing for grabbing the service item and rate other than Task assignment (assumes you’re on the project), employee billing class (assumes you only ever have one role) or revamping the service item (assumes every project bills out the same rate).
