@pnetsuite we don't use the SO integration but from my experience if the credit memo originates in NetSuite and you need to re-bill then we have to manually recreate the charges. There is a credit and rebill feature in OpenAir which can be used in conjunction with creating credit memos in OpenAir instead of NetSuite
