I'm currently testing landed cost on inbound shipping and it is only letting me add landed costs when the shipment is To Be Shipped. Last I checked landed cost means costs that are "landed", i.e. already received and includes customs and duties, and freight. Entering landed cost when shipment is To Be Shipped is useless.

inbound shipment is really tough. We implemented IBS and we've had a really hard time. After you mark it in transit, you just can't update anything.
