Agreed that the all-access is best value for heavy users/admins. The general training is too expensive for what you get from it per course even for the foundational courses. A possible exception would be the basic search/reporting course for new users who are going to need to self-serve in financial reports and basic searches. Some of my non-technical coworkers found it helpful. Jury is still out on whether they retain it, though.
