When you update the manufacturing Routing because of productivity increase, do you need to wait till you finish the current WO or effective date like Bill of Material?

Only Newly created work orders should pick up the updated routing. Also if your creating a new routing vs updating the current one would impact as on the Work Order the Routing is selected if not default for the assembly

If the work order is planned can I remove the item and reload the item to get new routing? Or that won’t help?

Got it but if the work order issue is already created then it’s a done deal. It’s not going to pick up the new routing

Yes if in progress, the planned Time won't update.
