I'm trying to unravel the rats nest that was done by our implementation partner / former admin. I see I can create saved searches on workflows but does anyone know a way to export every workflow and all subsequent actions/conditions? I am trying to do an inventory of what is automated and (more so) duplicated.

If you want to see what is automated you can go to customization > scripting > scripted record

You Could use the system note saved search and filter by workflow context That's a good starting point to see what all is being changed in general and how often. You could also turn logging on for all workflows (turn it on individually by editing each) and that will give you additional details if its even touching the record but ignoring it. It will also give you the workflow name.

You can also look at strongpoint if you are willing to spend money.

Though - I'd definitely ask how detailed they get in the data you can extract related to actions in the workflows

I used Strongpoint previously but dont recall actions being part of it. I reached out to my contact and I'll post back so everyone knows. Thanks everyone!
