Does the Import Single Journal Entry tool trigger workflows, or can it? I don't see the option to do so, and it didn't appear to trigger then one I have setup. Anything I am doing wrong or does it just not do it?

Workflows can be triggered during CSV Imports by enabling the feature "Run Server SuiteScript and Trigger Workflows" under Setup &gt; Import/Export &gt; CSV Import Preferences. Do note though that client-side workflow actions can't be triggered by imports, as those only work in the user interface.

Using the Import Assistant you can also set it under Advanced Options, but I don't believe there are advanced options like that for the single journal entry import tool

no, single-import JEs will not trigger WFs or scripts. we try to discourage users from using it for that reason, as it can accidentally bypass validation intended for CSV import
