A lot of our folks copy PO's with inactive items. I tried to use SuiteFlow to prevent a copied PO from being created that has inactive items but was unsuccessful. I guess this is a suitescript solution.

@rudler Greg - you can also hide the make copy action on the form (in the Actions tab) and then restrict users to that particular form. No scripting needed, but if you use a lot of forms or have some other form-based things going on this may or may not work for you.
