So it looks like when you're creating a workflow, in the Workflow State window is a new button called 'New Sublist Group'. It has triggers and event types and contexts like a normal workflow action, and the Items sublist is the only one you can select. After you save that new sublist group, you can go back into it to edit it, and then it gives you the ability to add New Actions to that group
