Intelligent Recommendations feature - I've enabled this feature after learning about it at SuiteWorld. It's working and I've got my block list created. It keeps recommending items that have zero inventory. How can I make it recommend only items with inventory on hand?

No, it's available for both. You just access it from the commerce link. I'm having my newer sales reps use as they learn all the products. Just an extra tool for them to help their customers.
