I just want people to see the charts.

if only for viewing the charts/result, how about placing the workbook in the dashboard? or do you mean when they're in editing the workbook just to make it cleaner?

Placing them on the dashboard is good idea, but I thought there is a way to view the workbook without being in the editing mode. Like more specialized services like Tableau. What if you have a lot of charts? You can't put all of them on the dashboard. If that is how it was meant to be used, then I got it wrong.

there doesn't seem to be a way to just view it based on my testing. You're right if via dashboard it can only show one "sheet" of the workbook at a time although you can have as many as 10 of those portlets in the dashboard. IMO the workbooks feature it still very much a WIP but it has been improving
