I am trying to create a save search that will let me look at all system notes for a period. The issue is it only brings back my system notes. Is this a role, permissions issue, or something i need fix in the search?

presuming there's not a criteria in your search to the effect of "set by: me", then it will likely be a role/permission issue Are you running a record/transaction search and looking up the system notes, or are you conducting a system note search directly?
