Does anyone know if custom records have any limits or tiers regarding the maximum number of records that can be created?

I don't think there's any limit. Eventually it will become a reporting/performance issue, if you're loading like millions of records. I suppose NS might also come for your account in terms of the total storage limit, which IME they typically don't actually enforce, but absolutely could as it's part of your licensing agreement.
