@rustyshackles that's bizarre...works for me when I set criteria that way on that type of field. Maybe try CASE WHEN {your.field.here} IS NOT NULL THEN 1 ELSE 0 END as numeric formula in criteria. Or, perhaps other criteria is interfering.
