You can do a case statement in the criteria, I'm not sure how well it will work, but maybe something like:

CASE WHEN {workflow.currentstate} = 'Workflow for Time Entry : Approved' THEN 'T' WHEN {workflow.currentstate} = 'Workflow for Time Entry : Unapproved' THEN 'T' ELSE NULL END

and

is T

for the criteria. I'm not sure if the workflow state is Approved and Unapproved, so you would have to change the second one to whatever the other state may be that you want it to bring in.
