End user wants a custom field on their budgets but the only custom fields I can see on budgets are custom segments. What is the best practice for this? 1. Create a new custom segment to hold the desired select list values 2. Add the desired values to an existing but unused native segment 3. Something else?

Most likely choice 1 would be safer
