I believe it's determine by where you are headquartered, our Scheduled outages are outside of working hours in the US but always happen during the working hours for our Hong Kong and UK offices. I've flagged this as an issue multiple times, if your on a OneWorld account and operate globally that should be factored into scheduled outages. The only option we've been offered is to pay for premium hosting which gives you some flexibility with outages!
