This is probably being caused by the "New File Upload Restrictions" feature for 19.1. If a script is attempting to upload a .js or .html file to the File Cabinet and not running "As Administrator" then it will be blocked. The script either needs that permission or the user role needs the "Allow JS/HTML Uploads" permission.
