You can probably use the publisher ID most likely to build and test but you won't be able to put it on the app store. I've re-written one of our apps from suitelet based to SPA and our publisher ID worked but never tried the com.netsuite.

Currently, I don’t need to put in app store. I just want to build something using this. It will be development for fun as well as for a client.
