I have a custom modification that needs to be done. Is there a site or place to go to where I can put the spec out there and get quotes? Or is NetSuite's professional services the best bet?

Just post the basic reqs in one of the channels here. OR, look through Linked in and see if you can find the right person who has time to help. I definitely suggest against using NS PS, as they are not good at customizations.

I'd advise to get a consulting firm and stablish a long term relationship with them. I'm sure many of us here have worked on accounts that have hundreds of spaghetti code, messy and obscurely intertwined scripts created by multiple developers across time without any docs and know the awful consequences this has on maintainance and performance. That being said, another place that is good, IMHO, if you're looking for a one-time dev for a script, is UpWork.

I'm a certified NS consultant and I get some of my projects from Upwork, I think it's a pretty good resource. 1) Put some detail into your project description. 2) You will definitely get a wide variety of replies to your posted project. Beware of low bids and working with freelancers without a proven history. I'm certainly willing to speak with you directly if interested, and can walk you through my NetSuite work experience.

you are going to have to write detailed requirements regardless of who does your work. It would be a lot better if you document them now (the more detail you put into it, the more accurate of an estimate you will get). Depending on the complexity of the customization (for example: does it overlap between finance, scripting and reporting or is it just a script to do something in 1 place) you can go for a partner firm or a contractor. However if NS is the system you guys plan on keeping then i do highly recommend a partner firm so they always know whats happening in your account if they are the ones dealing with it . But first step is DOCUMENT THE REQUIREMENT and then this group can easily route you on the best approach if you still need so after documenting.
