If you really have no knowledge of NetSuite yourself you could use the SuiteFoundation certification as a "they have definitely used NetSuite before" litmus test, but there are assuredly people out there who do know NetSuite very well without any certifications, and the certs don't really give you a great idea of the depth of knowledge, so much as the general areas that they have some knowledge in.
