Does anyone know how to add custom portlets to Employee Centre? I didn’t realise this wasn’t a thing.. basically I want to create a list of links that employees see when they login, a bit like Home Links.

Have you tried the navigation portlet? I don't know if it works for employee center but it is definitely what you are asking for
