is there an easy search to get all roles and their permissions levels?

Yes you can make a roles saved search and add permission and permission level as columns

Best option to get all the permission level is to use the check role permissions difference checker, set any role as base role then select all the roles, make sure to uncheck the check difference check box, run the tool, it will generate all the permission levels for all roles.
