Anyone happen to know what controls the ability to enable/disable approval routing for "Time Bills" on the Accounting Preferences > Approval Routing page? The field is disabled in accounts I've reviewed.

Do you know where this feature is enabled? I have Time Tracking, Weekly Timesheets (Enable Features > Employee), and Bill Costs to Customers (Enable Features > Transactions) enabled in my account.

Found it - there was a feature under Account Preferences called "ADVANCED APPROVALS ON TIME RECORDS"

Once checked, the Approval Routing feature became available
