Did I miss some changes to Sandbox Accounts? I'm trying to grant a User who has Production Access, access to the Sandbox and I am prompted with a message saying I don't have enough licenses?

sandbox/production have licenses maintained seperately
every now and then they don't provision to sandbox at the same time as production
also - if you have other users in sandbox that aren't in production that could cause your situation

I just completed a SB refresh and I selected the 'Access after Sandbox Refresh Admin Only' option Separately as in I'm using 5/10 in production 3/10 in sandbox But each instance has 10 licenses to work with?

Remove access from the user and add it back in sandbox.
it's one of the disadvantages of that option - it migrates them without access, but it looks like they take access up

Once you reset one user - it should fix your license count.
