Is there a permission in NetSuite that allows non-admin users to grant roles and permissions to other users, or is that restricted to Administrators?

Thanks Caleb. Reading through that link lead me to something called Core Administration Permissions, which can be enabled to allow non-admin roles to have several of the administration permissions included on their role. https://netsuite.custhelp.com/app/answers/detail/a_id/82465/related/1
