It’s probably not provisioned to your account
Are you a customer, alliance partner, SDN, etc?

We are SDN. I can access all the older versions of SCA

OK, then I think you should have contacts within the SDN org that you can reach out to?
I have been speaking to them recently about this and I do think we need to be more ‘automatic’ about provisioning updates to these bundles, so hopefully that we can work on in the future
