I want to set someone up as an administrator, but only on Sandbox. Is this possible? They probably don’t need a login at all on production, but if they do it should only been non-admin, and they should not be able to change that.

Yeah, if you just login to your sandbox account and add them as a user, they should only have access to sandbox, not production.
