I'm trying to create a promotion that applies special shipping prices to customers that qualify in a customer group. For example, if you are a loyalty club member who is international, your shipping rate is $15 flat fee. When I try to use a "shipping type promotion" and select a shipping item that shipping item is free. What's the best way to set this up?
