Is there a standard role that includes all the stuff the Admin role does but not being able to delete anything? Or does this just have to be customized?

There is a bundle for Admin view only role you can install, it is in the repository

I've gotta be honest - unless I know the source of a bundle and trust it explicitly, I'm not installing it.
