does anyone know the permission(s) required to create saved searches? NS support says it's Perform Search and Publish Search, but a role with those permissions still can't create a saved search.

I think the "Find Transaction" permission affects the ability to save transaction searches

They can only perform search if they’ve permission of record as well. Also check if their search is restricted from role search parent sub tab.
