Anyone know how an inventory item can get fulfilled when there is 0 inventory for said item?

The setting is at Limit to Committed

then my guess is that at the time, there was available inventory

NetSuite allows you to take inventory underwater for several reasons, one is that if it is on the shelf, regardless of what NetSuite says you should be able to ship it. You can see details in this SuiteAnswers article.
