We installed the Bill of Lading bundle, and it looks like exactly what we need, except we need to be able to print BOLs where there are no Item Fulfillments involved yet. Is it possible to get it to work that way?

Why do you need it before item fulfillments though?

Because the Sales Orders are not fulfilled yet by the time the distributors need the BOLs.

Couldn't you create the fulfillment in picked status so you can get to the BOL and then pack and ship once they are ready? Or do you have upstream wms issues with that?

WMS? I could look into that and see. How do I find out if our company has NetSuite WMS installed? I don't see any "Warehouse" or "WMS" bundles or Features. Where should I look? Also we might not the ones doing the shipping. We might be brokering between vendors and distributors. I'll need to ask the people who requested this if that's what's going on.

Typically I'd suggest that if they need the BOL then the items must be available to ship so why not just create the fulfillment and then get the BOL

No, it's sent to a distributor to ship out to one of the customers' customers. Some of these situations don't involve us keeping any inventory. Kind of like drop ship but not exactly.
I got a more precise explanation from the department head requesting this: The difference is that we are not the warehouse. We are a third party essentially processing for our vendor (the co-packer/warehouse) so we only fulfill once we get the notice from the vendor that it shipped. However, we need to give them the bol before this happens.
