I haven't seen any way to prevent certain users (based on role) from adding or removing addresses on the SCA website. Anyone tried to make that happen before? Basically we have to maintain which of our customer's managers can order for which of our customer's locations.

Hmmm, I'm 99% sure that being able to add/edit/delete one's own address is not a permission you can control through settings. If you want that, I think you'd need to write a customisation.
