Trying to understand a Workflow of mine, that is not working as expected.

I have a rule between two states in a Workflow, it is set up as `Transition On : After Record Submit`, `Event Type : Approve`. But the Workflow is doing the transition no matter what.

Why is it not honoring the rule `Transition On : After Record Submit`, `Event Type : Approve` ?
