This is a puzzle. If I edit development/shopping.ssp in the NetSuite file cabinet, any edits are not reflected in the website. What's happening there? (No CDN, 2020.1)

are you sure you are editing the same ssp that is deployed on the website?

I am pretty sure that id you edit the ssp in the filecabinet the cache should be invalidated by that action, but just in case try doing a manual cache invalidation to confirm
