I am aware that there are some TSTDRV and Sandbox accounts experiencing performance problems this week. (My test drive account is one of them!) My understanding is that there will be some maintenance in the next 24 hours to see if this relieves the issue. I do not know whether this is related to the issues some people are experiencing with activation timeouts, but I can say that there are people looking at that too.
