CAP no longer exists. You could also join SDN. If your question is "can I get a free account to try out NetSuite and SuiteCommerce?" then the answer, I believe, is no.

In person? I explored the issue a while ago with marketing and our events team, they were sceptical about getting the numbers. It might work in the larger context of 'developing on NetSuite'. Our parent company certainly has success with their online events, but their platform is certainly wider and deeper. SuiteWorld is always a good place to meet people and I usually staff the commerce booth and have met up with plenty of people from here when they've dropped by.

yeah, numbers might be an issue. It's a small pool. If you ever try one, I'd be up for it.

SDN is not accepting new members at this time AFAIK. This forum is the best resource I know of for community growth. The knowledge barrier to entry for SCA is large and no organized and effective program for breaching it exists that I have found. Just tons of study. My 2cents .
