I also wanted to know if there is a way for developers to setup their own netsuite account to become more proficient in working with suitecommerce or does it have to be tied to a paid netsuite account

Outside of being a customer, standalone test accounts are only available to developers who are part of some sort of recognised program such as CAP or SDN.

You can also get a test account as part of our training programs, but I believe they are time-limited

If you work for a customer directly, you can set up a test site using a new domain / site setup record / etc, but that all depends on your customer's account provisioning limits.
