Has anyone faced an issue where the PLP loads up fine on production but the page is blank when running locally ? The SCA version is 2019.2.

No there are no errors. No failing Network calls either.

I find normally a blank page locally is related to either broken (or outdated) developer tools, or a bug in a local extension. Maybe you altered something in an extension? Or maybe try downloading a newer version of developer tools.
