This issue is becoming a problem for me. If you can, please go to the suiteideas and upvote #679231 Title: SDF > SuiteApp Customization > Able to set generic recurrence start time Currently when you set the time in your SDF SuiteApp for a schedule it's not setting that start time according to the SDF but rather based on the account's time zone. This becomes and issue when you expect your script to be running all day and it doesn't start until 11PM!
