It is entirely possible that because your user also has an admin role it is defaulting to that and therefore throwing a 2FA error. I would suggest creating a new user and assigning that your deployer role

2FA error is different, you probably didn't setup the role properly or didn't assign to your user
But a new user should be easier to fix

You could create a new user, assign only the SCA deployment to it and try, if it doesn't work double check the permissions

My user has admin role in Prod and SCA dev role in SB
but I am still getting insufficient permissions

the deployment shouldn't be locked, only the script... you should be able to edit the permissions on it
