Can we get standard custom list in suitescript model??

I've not tried it but I can't think of a reason why you shouldn't be able to get a custom list through SuiteScript

I am getting insufficient permission error while accessing the standard custom category list ( accounting list)

Indeed no permissions for lists for shoppers.

Create a role with the permissions you need and then assign that role to your script
