The method was added in 2018.2, so you will need to upgrade to use it

In addition to the documentation, there should be a version column in the table when you look for the bundle.

I got id 284094 from https://developers.suitecommerce.com/section1518824336 for 2019.1. On clicking install for this bundle I get a notice "You cannot install this bundle as it is a copy of bundle 228895 that you previously installed." 228895 is 2018.1 bundle. When I try updating 228895 bundle I get a popup saying "The solution provider manages upgrades to this SuiteBundle, so you may not update it directly. When an upgrade is available, the solution provider will install the new version in your NetSuite account."

It sounds like you're working on a sandbox account. You will need to get it provisioned to your account
