I have a PO that is still open in NS. I tried to manually receive this item, but no line items appear when trying to receive. any ideas why?

Is it an inventory item, service, non-inv or other charge? If one of the last 3, the item may not have the "Can Be Fulfilled/Received" selection enabled

Could you provide screenshots of both PO and IR entry?

Are all of the open line items of the PO included in one or more Inbound Shipments? If so, you can't receive them from the PO itself. You must receive them from the Inbound Shipment/s.
