Someone copied a Bill that has a currently inactive subsidiary and was able to post it, is this standard behavior? Is there a setting for this?

Copies let you get around certain normal restrictions because it doesn't consider the field entered again. This is where some customizations would come into place or process/system restrictions on the Make Copy feature.
