If we have Income Statement for a Philippines subsidiary display amounts in PHP, is it possible to have USD amounts show next to the PHP amounts on the income statement?

Do you have multibook enabled? If not then, does your transactions are done in USD? In this case in the detailed income statement you can add amount from the transaction. Otherwise in the income statement it wont be possible
