I wish I could figure out how they choose who gets those kinds of warnings.

My understanding is you have to ask your account rep to add you to all the administrator notifications for the account. You don't automatically get them when you add someone with the administrator role, so usually it's just whoever initially setup the account unless you specifically ask your account rep.
